If the proposed arrangement will entail legisla-

tion, Sir E. Grey would be glad to see the draft Ordin-

ance in due course, because Mr. Harcourt will no doubt

remember that Sir E. Grey was not prepared to pledge himself to the arrangement for a period longer than

that for which Sir H. de Sausmarez occupies the post of

Judge at Shanghai. He would also suggest that Sir H.

de Sausmaraz might be invited to call at the Colonial

Office, as the question of remuneration is one that

might with advantage be settled at an early stage, and

Sir H. de Saumarez might be glad to have an oppor-

tunity of stating his views on the point.
